Objectives

The aim of the course is to give students broad knowledge of how the political system works and insight into both the public sector and civil society. Based on the broad overview, the course focuses on how the political system and political programs influence and are influenced by rural conditions. Particular emphasis is placed on EU and national programs; knowledge on public administration (exercise of authority) and on local perspectives on policy.

After completing the course, students should, orally and in writing, be able to:

• account for theoretical perspectives on policy and administration in the field that the subject rural development constitutes;

• describe how decision-making takes place in the Swedish political system, including the EU level, and describe the role of the public administration in the political system;

• make assessments concerning policy-based conditions for rural development and relate analytically and critically to political systems and programs.

Content

The main content of the course consists of knowledge of the relationships between social institutions and rural conditions. Generic knowledge in the form of critical thinking, oral and written presentation constitute essential parts of the course.

The course consists of a mix of lectures and independent work, individually and in groups, based on cases, both constructed and taken from reality, which are presented and discussed during mandatory seminars. The literature is treated partly in lectures and partly in seminars and is expected to be used actively in the discussion of the case studies.

Grading form

The grade requirements within the course grading system are set out in specific criteria. These criteria must be available by the course start at the latest.

Formats and requirements for examination

Passed written exams, presentation of project work and seminar assignments.

• If a student has failed an examination, the examiner has the right to issue supplementary assignments. This applies if it is possible and there are grounds to do so.

• The examiner can provide an adapted assessment to students entitled to study support for students with disabilities following a decision by the university. Examiners may also issue an adapted examination or provide an alternative way for the students to take the exam.

• If this syllabus is withdrawn, SLU may introduce transitional provisions for examining students admitted based on this syllabus and who have not yet passed the course.

• For the assessment of an independent project (degree project), the examiner may also allow a student to add supplemental information after the deadline for submission. Read more in the Education Planning and Administration Handbook.

• The right to participate in teaching and/or supervision only applies for the course instance the student was admitted to and registered on.
